九歲的Rico失蹤了，一群孩童在易北河岸邊的塑膠袋裡發現他的屍體。面對如此殘忍的命案，德勒斯登警探Henni Sieland 及Karin Gorniak振作起來試著破案，媒體報導引起群眾恐慌，兩人面對破案壓力。長官Schnabel針對命案及警方受到的批評，表現得異常情緒化，並公開表示不滿個資法對警方執法的限制。Sieland及Gorniak盡可能沉著地辦案，無奈找不到線索，直到一通匿名電話指出Rico的游泳教練Micha Siebert涉嫌重大。Rico的父親知道了之後，在盛怒之中攻擊Siebert。又有一名男孩身處險境，接二連三的事件讓兩名警探疲於奔命。
